and Regulations RULES: FIFA rules will be used with the exception of substitution as outlined below. DISPUTES: The tournament committee shall settle all disputes. PROTEST: NO PROTESTS WILL BE ALLOWED. All interpretations of the rules and other decisions made by the referees, field marshals and tournament committee will be final. CREDENTIALS: SHIN GUARDS: All players are required to use shin guards. NO SHIN GUARDS = NO PLAY. CHECK-IN: Teams shall check-in at the Mandatory Registration pursuant to application and acceptance notification. Mandatory check-in is Friday evening before the first day of play. CONDUCT: All coaches have total responsibility for the conduct of their players, family, friends and spectators at all times. Coaches must stay within 10 meters of the mid line. Partisan spectators must stay on their team's side of the field. SUSPENDED GAMES: If, in the opinion of the game official, a game must be terminated for misconduct of players, bench or spectators, the offending team may be suspended from further play and forfeit that game and all remaining games. All previous points earned remain as played. Additionally, the home league and state association will be contacted as appropriate. The tournament Committee shall decide the outcome of the game and the number of points, if any to be awarded. CAUTIONS & EJECTIONS: TWO YELLOW CARDS = A RED
CARD. A player receiving two yellow cards in a single game is considered the
same as having been given a red card. A player given a red card or two yellow
cards in one game shall not be allowed to play in the next game. A player or
coach receiving two red cards in a tournament shall not be allowed to play in
the remainder of the tournament. For the purpose of this tournament, a coach can
be carded. HOME TEAM: The home team will be the team that appears
first on the game schedule. The home team will: FORFEITS & BYES: All forfeits will be a 1-0 game,
with the winner receiving 8 points. All teams must field a minimum of 7 players
for the entire game. A team will forfeit if: INJURY: Delay of game due to injury will result in
appropriate time being added to allow the full game time, based on the judgment
of the offices. However, there will be a running clock in all preliminary games
unless professional medical care is necessitated. IE: Paramedics are called on
the field. However, all preliminary games will be terminated no less than 5
minutes prior to the scheduled start of the next game. Refer to "play
times". PLAY TIMES: * The tournament has a running clock in pool and play-off games unless professional medical care is necessary, IE: Paramedics are called onto the field. All preliminary & play-off games will be terminated not less than 5 minutes prior to the scheduled start of the next game regardless of the amount if time played in each half up to that point. A game is "complete" upon completion of one half of play, regardless of the circumstances of termination during the second half, with the final results based on the score at termination. A preliminary game or play-off which does not qualify a team for the final game can end in a tie. ** Play-off games which qualify a team for the final game and final games, if tied after regulation time, will play up to two equal overtime halves following a 5 minute break. No break will occur between overtime periods. The first team to score will be the winner. The Golden Goal rule applies. (First goal wins). If after overtime halves, a tie still exists; Penalty Kicks will determine the winner. Penalty Kicks will be immediately following the game. DETERMINING WINNERS: Teams shall be awarded points on the following basis: Point system: The following point system will be used: TIE BREAKING PROCEDURE: In case of three way ties, the
following tie breaking procedures will be applied in the order listed until a
winner is determined. CHAMPIONSHIP: Tie-breakers, in this match will consist of sudden death overtime consisting of (2) two (5) five minute periods. The Golden Goal rule applies (first goal wins). If a Golden Goal is not scored in overtime, a shoot-out will determine the champion. Both teams taking five kicks from the penalty spot. Teams shall take their kicks alternately and only those players remaining on the field at the end of regulation may participate. In the event that a tie still exists after both teams have taken their five kicks each, a "sudden death" kick from the penalty spot shall be taken one versus one until one team misses. Sudden death continues using remaining six players from the match until a winner is determined. The referee report will constitute the official game record. POST-GAME REQUIREMENTS: The referee will turn in the game report to the field monitor / Field Marshal at the end of the game. Coaches are responsible for checking the game results and bracket standing posted at the tournament headquarters. WEATHER and FIELD PROBLEMS: In case of inclement weather or dangerous field conditions, games may be shortened or rescheduled, go to a FIFA penalty shoot out or be canceled. The Tournament Director will make the final determination. It may be necessary to change game times or locations if the assigned field becomes unavailable or some similar difficulty arises. If the scheduled games are unable to be played, awards will be based on a point system to be determined by the tournament Director.
